THE PURPOSE OF PROTEUS SHALL BE TO RAISE THE STANDARD OF LIVING OF MIGRANT SEASONAL FARMWORKERS AND OTHER LOW-INCOME PEOPLE BY IMPLEMENTING EDUCATIONAL, EMPLOYMENT, ECONOMIC DEVELOPMENT, HEALTH CARE, AND OTHER SERVICE PROGRAMS FOR THE POOR, THE DISADVANGTAGED AND LOW-SKILLED.
