TO CREATE A COORDINATED, INTEGRATED SYSTEM OF EARLY CHILDHOOD SERVICES THAT SUPPORTS ALL FAMILIES IN KENT COUNTY SO EVERY YOUNG CHILD IN KENT COUNTY WILL ENTER KINDERGARTEN READY TO SUCCEED IN SCHOOL AND IN LIFE.
