Brightstead Technologies builds digital public infrastructure that makes government data searchable by citizens while running entirely on local hardware with zero data egress. Statement of Need

Public institutions hold vast stores of records — an estimated over 37 million total grant records across agencies — that citizens cannot easily search, and existing cloud tools require sending sensitive data off-premises. Brightstead's verification methodology operates as a structured pipeline:

  • Contact grounding and amount validation against source records
  • Consistency and date verification across the document set
  • URL and description grounding with cryptographic certification

This seven-step process produces an auditable trail for every record it certifies. The engine already maintains 1.5 million active, non-junk verified grants and has completed 9,331,733 verification runs since inception — every figure traceable to its source manifest.

Project Description

Over 24 months, Brightstead will adapt these proven components to the challenge defined by the program intake. The verification pipeline distinguishes records that pass cleanly from those that require correction, and in production it has already neutralized 221,512 hallucinations before reaching users rather than presenting unverifiable claims as fact.
